Legislative Update: Amendments to the Regulation on Distance Contracts

Amendments have been made to certain provisions of the Regulation on Distance Contracts by the official gazette published on May 24, 2025. The effective date of the amendments is January 1, 2026.
With the amendment, the provision planned to enter into force on January 1, 2026—which would have allowed sellers to charge consumers for return shipping costs for products returned under the right of withdrawal, provided it was stated in the distance sales contract—has been repealed. In the period following January 1, 2026, the costs and fees for return shipments within the scope of the right of withdrawal will continue to be covered by the seller.
Additionally, the provision that was added, which stated that mobile phones, smartwatches, tablets, and computers delivered to the consumer could not be returned under the right of withdrawal as of January 1, 2026, has been repealed.
All amendments will enter into force on January 1, 2026.
